The European Union Has Launched An Anti-dumping Investigation Against Chinese Decorative Paper
 

On June 14,2024, the European Commission announced the launch of an anti-dumping investigation against decorative paper originating from China. The survey is based on the application of four decorative paper manufacturers in Europe involving European CN codes ex48025400, ex480255, ex48059100 and ex48116000 (TARIC codes 4802540010, 4802551510, 4802552510, 4802553010,4 802559010, 4805910010 and 4811600010). The investigation period covers from April 2023 to March 2024, while the damage investigation period starts from January 2020.

 

The EU said China's imports of decorative paper have increased significantly, having a significant negative impact on EU producers. Chinese producers have been accused of dumping because their raw materials can sell at low prices.

 

The survey is expected to be completed within 12-14 months, and the preliminary measures may be implemented within 7-8 months. The final decision is expected to be no later than mid-August 2025.

 

European decorative paper companies such as Felix Schoeller and Koehler Paper welcomed the survey as a key move to protect the industry from substantial damage and restore a level playing field.

 

The anti-dumping investigation may have a certain impact on China's decorative paper industry and downstream plywood and other industries.
